This marks a sharp pivot for a city where government-led sector development had stalled for years. For nearly 20 years, very few new government sectors were developed in Gurugram. During this time, private developers played a dominant role in shaping the city's real estate market. With unplanned growth creating civic strain, HSVP is now stepping back into the driver's seat. Instead of reacting to unplanned growth, HSVP now wants to lead it. The authority aims to regulate expansion, increase plotted housing supply, and prevent unauthorized colonies from spreading further.
The Gurugram push is part of a much larger statewide programme. The statewide initiative targets 1.67 lakh acres across Haryana, with around 23,739 acres earmarked specifically for Gurugram and adjacent areas. Beyond the NCR hub, besides Gurugram, HSVP plans to procure 20,500 acres in Faridabad and additional land in Palwal, Nuh, Tauru, and other regions.
Crucially, this isn't a forced acquisition drive. This procurement will follow a consent-based model rather than traditional compulsory acquisition, with landowners able to voluntarily submit land details through the e-Bhoomi portal from March through April 2026. On the ground, the digital-first approach is meant to cut through the paperwork bottlenecks that have historically slowed HUDA/HSVP sector notifications. The e-Bhoomi system provides digitised land maps, registry entries and ownership histories that can be cross checked remotely. Use of the portal is said to allow quicker issuance of necessary certificates and clearer audit trails, reducing the risk of disputes that can stall projects. Even so, the process will still require on ground surveys and statutory notices to affected landholders before final acquisition takes effect.
Geographically, the new sectors cluster around the corridors that have driven Gurugram's growth story over the past decade. Some of the major growth corridors that will see increased growth include: Dwarka Expressway area, Southern Peripheral Road (SPR) corridor, New Gurgaon along NH-48, and the Pataudi and Farukhnagar region. Sanjeev Singh, MD of SKJ Landbase, noted that the exercise reflects long-term thinking rather than a quick land grab: HSVP's large-scale land procurement through the e-Bhoomi portal reflects long-term urban vision. Structured plotted development will reduce speculative spikes and bring stability. Investors and end users will benefit from transparent processes and planned infrastructure.
For homebuyers and investors, the immediate question is pricing. Market analysts suggest the government route could offer a genuine value gap compared to private developer inventory. Buyers should note that HSVP plots, when auctioned, are typically priced 15-25% below comparable private projects in the same micro-market, reflecting government efficiency and lower marketing costs. Over the medium term, the added supply could also cool runaway appreciation in older sectors. The introduction of government-backed supply is likely to moderate price escalation in Gurugram over the next 3-5 years. Existing sectors with dated infrastructure may see slower appreciation as new, well-planned sectors attract buyers. However, prices in immediately adjacent areas to new sector corridors (SPR, Dwarka Expressway) could appreciate as connectivity and infrastructure improve.
Buyers eyeing these new sectors should still temper expectations on timelines. While the expansion is welcome, buyers should be realistic about timelines. HSVP's previous sector developments have sometimes faced delays in infrastructure delivery and final handovers. Land acquisition, even on a consent basis, can stretch beyond initial schedules if landowner negotiations are complex. In a related administrative shift, the state government dissolved the Haryana Housing Board and folded it into HSVP during the current assembly session, meaning HSVP now also handles housing for economically weaker sections, a job that used to sit entirely with the housing board. For now, the e-Bhoomi window gives landowners across the identified 51 sectors a structured, time-bound opportunity to participate, while giving future homebuyers a first real glimpse of where Gurugram's next generation of planned sectors will rise.
