Birla Estates enters Greater Noida as co-developer to rescue a decade-old stalled housing project.
Enquire NowGreater Noida's real estate market has received a significant boost with the Greater Noida Industrial Development Authority (GNIDA) granting in-principle approval to Birla Estates to take over a long-stalled group housing project in Sector 10. The move marks Birla Estates' formal entry into the Noida-Greater Noida Expressway belt and is being seen as one of the region's most prominent brand-led project rescues in recent years.
The project in question was originally allotted to Nobal Buildtech in 2015 on a land parcel measuring roughly 20,000 square metres, with a seven-year completion deadline. Despite a seven-year delivery target, the project never moved beyond planning. The project was stuck due to non-payment of land dues exceeding ₹78 crore and zero construction activity since allotment in 2015. By late 2025, the situation had escalated further, with GNIDA issuing a Recovery Certificate of ₹120 crore, officially placing the project in the high-risk category and paving the way for intervention.
The turnaround comes under Uttar Pradesh's co-developer policy for legacy projects, introduced to give stalled developments a structured path to completion. As per the 2023 rehabilitation policy for housing projects that have come to a standstill, co-developers with good financial health and credibility may be allowed to complete the construction jointly and clear the pending dues. Under the terms of this deal, Birla Estates and Nobal Buildtech jointly need to deposit 25% of the outstanding dues, approximately ₹19 crore, within one month. The remaining balance is expected to be staggered over subsequent years, with interest waivers built into the framework.
GNIDA's evaluation process examined Birla Estates' financial standing and execution track record before granting approval. After evaluating Birla's balance sheet, execution history, and proposed development strategy, GNIDA approved Birla Estates to take charge of the project's design, construction, sales, and execution, restoring stability and credibility. As part of the next steps, Birla will submit a completely revised master plan, including new layouts, architecture, pricing strategy, amenities, and brand positioning. After RERA re-registration and the revised plan, the project is expected to undergo a full soft-launch phase, creating early investment opportunities.
Officials have welcomed the development as evidence that the co-developer policy is working. Quoting Ravi Kumar NG, CEO of Greater Noida Authority, a report noted that the policy has revived several stuck projects and provides a ray of hope for homebuyers, with reputed developers like Birla Estates, Sobha, and others entering Greater Noida to take forward these legacy projects. Experts tracking the sector say this route is faster than litigation-heavy alternatives. Experts observe that the co-developer policy offers a faster, market-aligned solution as opposed to the long and uncertain results through NCLT, thus making it possible for projects to transition from being stagnant to getting completed within a few months rather than years.
This Sector 10 approval isn't an isolated move for Birla Estates in the micro-market. The developer has also separately partnered with the Sikka Group to co-develop a ₹1,600 crore residential project on a 5-acre land parcel in Sector 10, Greater Noida, investing approximately ₹500 crore as a co-developer. Together, these deals signal a broader strategy: a strategy of partnering with land-owning developers in markets where regulatory support is enabling revival.
For homebuyers who have waited years for possession or are evaluating new investment in the corridor, the entry of an established, listed developer group brings a measure of reassurance. Sector 10 itself benefits from proximity to established micro-markets along the Noida-Greater Noida Expressway, with upcoming metro connectivity and access to established commercial and social infrastructure adding to its appeal. As Birla Estates finalises its revised blueprint and moves toward RERA re-registration, further clarity on unit configurations, pricing, and launch timelines is expected in the coming months.
