In-principle approval revives a stalled Sector 143B project, signaling renewed momentum in Noida housing.

In a major relief for Sikka Group, the Noida Authority has paved the way for the long-stalled Sikka Karnam Greens project in Sector 143B to move forward. The decision marks one of the more closely watched stalled-project resolutions on the Noida Expressway corridor in recent months.
To secure the relief, Sikka Group had to put up significant collateral. After the company initiated the process of mortgaging 111 unsold units worth Rs 252 crore as security to clear its dues, the Authority has given in-principle approval for the project to avail benefits under its rehabilitation policy. Officials have also laid down a procedural condition for the relief to take effect. According to officials, to make the relief effective, the builder will have to withdraw its pending amendment petition from the state government.
The project's troubled history explains why this approval matters so much to existing homebuyers. The Karnam Greens project by Sikka Group had already received partial occupancy certificates for three towers earlier, but due to financial hurdles, the project came to a standstill. In terms of scale, the Karnam Greens project is spread across about 9 acres and comprises 1,351 units, of which 749 have already been completed. With the in-principle nod now in place, the remaining construction work is expected to gain momentum.
The mechanism behind this relief is the Authority's stalled-project framework. The approval was granted under the Authority's Legacy Stalled Project Policy, which serves as a precedent for other projects aiming to move forward in the interest of homebuyers, and allows developers to pay 25% of total dues immediately with the remaining 75% spread over two years. Industry watchers see this as more than a one-off case. The move is being seen as a positive step towards reviving stalled projects through cooperation between the Authority and developers. For its part, the developer has reiterated its delivery commitment: Sikka Group stated that it remains fully committed to completing all its projects on time and maintaining the trust of its homebuyers.
The Karnam Greens revival also fits into a larger shift now underway in Greater Noida's development landscape, one where established developers are bringing in stronger financial partners to unlock stuck projects. Barely three weeks after the Karnam Greens approval, Sikka Group announced a separate but related move: a tie-up with Birla Estates to co-develop a new group housing project. The project will come up on a 5-acre land parcel owned by Sikka Group, with Birla Estates joining the venture as co-developer investing around Rs 500 crore, and an estimated gross development value of nearly Rs 1,600 crore. This marks a notable milestone for the Aditya Birla Group's real estate arm. The collaboration marks Birla Estates' entry into the Noida-Greater Noida market.
Sikka Group's leadership has been vocal about what the partnership brings to the table. "Greater Noida remains a market with long-term residential potential. Birla Estates brings credibility, financial depth and execution capability. With them on board, we are confident of moving this project forward in line with the timelines and standards expected by both homebuyers and the Authority," said Harvinder Singh Sikka, managing director of Sikka Group. Details of the new project, including unit sizes and pricing, are still being worked out. The project will be developed as a group housing scheme, with details on apartment configuration, pricing, and launch timelines to be announced closer to the market rollout.
Both the Karnam Greens revival and the new Sikka-Birla venture are being driven by the same underlying policy push from the Authority. In the legacy real estate revival policy instituted recently, interest waivers and staggered payments are on offer for developers, on condition that financially sound partners step in to complete construction and clear dues. This trend is gaining wider traction across the region. This partnership also reflects a broader trend of co-development arrangements in Greater Noida, many of which are supported by institutional funding mechanisms such as the SWAMIH Fund, now seen as a critical enabler in resolving legacy real estate challenges across NCR.
For homebuyers who have waited years for possession in stalled Noida projects, these developments offer tangible reasons for cautious optimism. The Karnam Greens approval shows regulators are willing to work with developers who bring credible repayment plans, while the entry of a large, financially strong player like Birla Estates into the Sikka Group's Greater Noida portfolio adds a layer of execution assurance that stalled-project buyers have long been seeking. Sector 143B itself remains an active micro-market on the Noida Expressway, well-connected to established business hubs, schools, and hospitals, making continued construction activity here relevant well beyond the existing Karnam Greens community.
