That partner is Birla Estates. Following a joint application by the allottee and Birla Estates, the Authority reviewed Birla's financial credentials and approved its induction as a co-developer, provided the stipulated 25% dues are cleared within a month. This is not a simple handshake deal — it operates under a specific regulatory framework. This move comes under the Uttar Pradesh government's co-developer policy for legacy projects, and as per the 2023 rehabilitation policy for housing projects that have come to a standstill, co-developers with good financial health and credibility may be allowed to complete the construction jointly and clear the pending dues. The policy extends interest waivers if the developers make an upfront payment of 25% of the total dues, with the balance 75% payable over a period of three years.

The Authority's leadership has publicly backed the mechanism as an effective fix for a long-standing problem. As per Hindustan Times, Ravi Kumar NG, CEO of Greater Noida Authority, said the policy has revived several stuck projects and provides a ray of hope for homebuyers, adding that reputed developers like Birla Estates, Sobha, and others are entering Greater Noida to take forward these legacy projects. The Authority accepted Floral Homes as co-developer for the stalled project of Gayatri Hospitality & Realcon in Sector 1, roughly 36,000 square meters, backed by the SWAMIH Fund which has approved ₹300 crore for the project's completion, with Floral Homes promising to clear dues within a month using SWAMIH funds. Earlier precedents like Sunworld Residency in Sector 168 and Ambience Private Ltd in Sector 115 had already tested the framework before Birla's entry gave it its highest-profile validation yet.

Birla Estates' interest in Sector 10 goes beyond this single distressed asset. The developer has separately partnered with the Sikka Group on a large-format project in the same sector on Greater Noida's western belt. Birla Estates has partnered with the Sikka Group to co-develop a ₹1,600 crore residential project — a group housing scheme on a 5-acre land parcel owned by the Sikka Group in Sector 10, Greater Noida — with Birla Estates investing approximately ₹500 crore as co-developer. Industry watchers see this as evidence that Birla is treating Greater Noida as a strategic growth market rather than a one-off rescue mission, using the co-developer route to secure land and scale simultaneously.

For homebuyers who have been waiting years for possession or resale value on their Sector 10 units, the practical implications matter more than the policy mechanics.
