GNIDA approves Birla Estates to co-develop a long-stalled Sector 10 project near Techzone 4.

The Greater Noida Industrial Development Authority (GNIDA) has issued in-principle approval to Birla Estates to take over one of Sector 10's dormant projects as a co-developer. The project sits close to Techzone 4, a micro-market that has seen renewed developer interest over the past year.
The stalled asset in question belongs to Nobal Buildtech. The Sector 10 land parcel, measuring nearly 20,000 sq. m., was allotted to Nobal Buildtech in 2015, and despite a seven-year delivery target, the project never moved beyond planning. For homebuyers who had booked units years ago, this prolonged inaction meant uncertainty and repeated delays with no construction progress on the ground.
The approval was granted under Uttar Pradesh's policy framework for reviving legacy stalled housing projects. The Greater Noida Authority has agreed in principle to hire co-developers for two real estate projects under the UP government's policy for projects that are delayed, giving in-principle approval to hire co-developers for two stalled group housing projects in Sectors 10 and 1. This takes the total number of Greater Noida developments that can hire co-developers to nine, under the 2023 UP rehabilitation policy that allows financially strong co-developers to step in to finish construction and pay off debts.
Financial compliance is a key condition of the approval. Birla Estates and Nobal Buildtech jointly need to deposit 25% of the outstanding dues, approximately ₹19 crore, within one month. Separately, industry reports note that developers might avoid paying interest on these kinds of projects if they paid 25% of the total dues upfront and the other 75% over three years. This staggered payment structure is designed to make revival financially viable for incoming co-developers without penalizing them for years of inactivity by the original allottee.
Birla Estates' entry is expected to bring more than just capital. Birla Estates brings institutional professionalism, assured timelines, and transparent governance — all of which significantly improve the chances of project completion. Reports indicate that the company plans a ground-up rework of the offering. Birla will submit a completely revised master plan, including new layouts, architecture, pricing strategy, amenities, and brand positioning. After RERA re-registration and the revised plan, the project is expected to undergo a full soft-launch phase, creating early investment opportunities.
This isn't Birla's only move in the Sector 10 belt. In a related but separate transaction around the same period, Birla Estates partnered with the Sikka Group to co-develop a ₹1,600 crore residential project on a 5-acre land parcel in Sector 10, Greater Noida, investing approximately ₹500 crore as co-developer. This falls under the legacy real estate revival policy, where interest waivers and staggered payments are offered to developers on condition that financially sound partners step in to complete construction and clear dues. Together, these deals signal a broader pattern of institutional capital re-entering Greater Noida's stalled-project landscape.
For the immediate micro-market, the location advantage is significant. Sector 10 offers strategic connectivity, upcoming metro expansion, proximity to Techzone-4 and Noida Expressway, and is emerging as a high-demand micro-market in Greater Noida. Analysts believe the entry of a recognised brand could have ripple effects well beyond this single project. It sets a strong precedent for future revivals, attracts more Tier-1 developers, increases buyer confidence, and helps resolve the backlog of stalled projects.
For now, existing allottees and prospective buyers are advised to stay watchful rather than rush a decision. Existing allottees should wait for official communication and revised RERA filings, while new buyers should track the relaunch timeline, pricing, and master plan updates before booking. As Birla Estates works through the compliance conditions and prepares a revised master plan, more clarity on unit configurations, pricing and possession timelines is expected in the coming months.
